I think that MRFCleaner allows per-feature tolerances.  

Maybe think of it as how much a particular feature is allowed to move,
rather a rule that both features have to match?

True, but to defend the Safe point of view, with a group-based
transformer there's no real point getting the value from a feature,
because each feature could be different. EG - if you have two lines 1m
apart, would you snap them if one had a tolerance of 1.5m, but the other
had 0.5m?
