VPRI is located in California. I've been involved with a large EU project, and 
believe me, the bureaucrats give you the hardest of times when it merely comes 
to as much as having a UK branch of a US company in a project consortium.

No, really, I think VPRI is funded by the NSF when it comes to tax money. ;-)

As for the tax money argument itself, you hear that every now and then - and I 
think it's rightfully argued: research results that come to be due to public 
funding should go public. The *results*, but not every bit of the *research* 
itself. There's copycats out there.

Sure, many people are honestly interested in the intermediate results, but are 
they really in a position to demand public release of every single delta?

If you like reading between the lines a bit, take a look at Ian's recent S3 
paper, download the corresponding source code, and have fun. Seriously. Combine 
that with idst/Pepsi/Cola, and you get a sense of where part of the entire 
project is moving. It's impressive and inspiring already, and I'm looking 
forward to the result.
