hai,

 i think you are using the Cocoon 1.7.4 or lower. In the case of Cocoon 1.7.4 or lower 
version, the content type for PDF format is accepted in the IE. But, in the Cocoon 1.8 
and Cocoon 2.0 versions, that bug is fixed.

So, please try the same code in cocoon 1.8 or cocoon 2.0. Or, please try the following 
alternative way:
if you access the foo.xml file to get the PDF format please put like follows:

http://localhost:8080/pdf/foo.xml?ex.pdf

The IE browser now accept the content type and display the pdf file in the browser
