The PDF you attached ran through PitStop without a 'fatal error'.

Attached are three PDF files generated from the simple.fo sample in the FOP
distribution. I used FOP 0.20.3rc. Also the PDF Output option with Antenna
and XEP.

The XEP and Antenna PDFs run through PitStop, but the FOP one causes a
'Fatal PDF Error'

I've also sent them to Enfocus for their comment. Their initial response
simply that "The Fatal error message normally means that the PDF contains a
corrupt object."
