Given that AntennaHouse has an extension element for creating per-column footnotes, and the already quoted text from the spec, I'm pretty sure you're right.
I just hope this breaking-up of the span-reference-areas won't cause too many problems with keeping the footnotes working. I'm a bit worried about that.
