Updated patch, TableStepper delegating more to ActiveCell
Patch showing how TableStepper can delegate more responsibility to ActiveCell.
I didn't touch the modification to list-related class. However, I reverted the
modifications to FootnoteBodyLM since they were breaking the testsuite.
