I don't know, how much more time I can invest. I'd very much like working SVG internal link support is added to the trunk so later Versions will support it. But there is probably quite some work before this can be added and I don't have enough experience with Apache-FOP (say: almost none, I only started using it a few days ago) to go much further. I can happily hack on the code but I have no idea, whether the stuff I'm doing is good or perverse ;-)
If you like, you can already open a Bugzilla entry for this, and attach a diff against FOP Trunk there. This makes it more probable that someone else picks it up (in case you're really unsure when you'll be able to work on it further).
