This is unusal. Did anyone have problems using
span="all" with FOP.
The implementation certainly isn't bullet-proof. However,
if you stated the FOP version you use and provided a short,
self contained *FO* document demonstrating the problem, it
would be easier to help you.
Run the XSLT standalone and check the intermediate FO file.
It may be the the span="all" didn't make it into the block,
contrary to your expectations.
