This feature does not currently exist in FOP 0.20.5, nor do I believe it is being planned for the 1.0 re-design effort. I don't think this feature exists in the XSL-FO 1.0 or 1.1 spec.
I had a similar need, and resolved it by counting the number of line(s) to be output in the region-before & region-after sections, and growing or shrinking those areas (and the corresponding margin-top & -bottom attributes) to suit. It worked pretty well for my needs.
