The way I dealt with that was to nest tables...
Outer_table
row1
cell1 (empty but column has width set) is left margin
cell2 (contains your real table)
cell3 (empty but column has width set) is right margin

I'm using FOP 0.20.5. Whenever I try to set the indent of a table the
stuff inside the table moves but not the table borders. Is this a bug?
How do I just indent a table and contents?
