I'm not sure if you can achieve what you want using XSL-FO alone. You could vertically centre the contents of the right hand cell of the outer table, or align it to the bottom of the cell, but then you will have a gap at the top :(
If you know the image height and number of row required on the right hand side in advance you might be able to do something in a XSLT stylesheet, along the lines of distributing the heigh of image to equally each cell on the right hand side. Depending on your input XML structure this might be a little tricky though, but should be doable.
