We did! :-) The old maintenance branch (where FOP 0.20.5 came from) does not implement the TeX line breaking algorithm. But FOP Trunk (0.91beta) does. Our Wiki contains a lot of material in that direction. We're even using Knuth's algorithm for page breaking now.
