The quick&dirty solution is simply to use the absolute path to the files, i.e. you could simply set the full path to the fonts directory as fontbasedir. The base dir should be the same for the metrics as for the font files.
In FOP Trunk (latest source code) we recently added a special feature which allows you to reference files through the ServletContext using special URIs of the form: "servlet-context:/WEB-INF/fonts/myfont.xml" This is done using the ServletContextURIResolver in the servlet package. But that may not be an option for you right now given that you're on 0.20.5. Still, you might want to consider an upgrade.
