Kevin, there are various types of OMR codes, so providing an OMR solution for all is difficult. Furthermore, I consider OMR functionality out of scope for FOP (just my personal opinion). It's a job for a print engine, not for a formatter.
If you want to implement OMR functionality, please refer to the various posts you found in the mailing list archive.
