To summarize, my options for an FOP "\hbox" are:
-wait until floats are implemented
-use table design
-use the 'reference-orientation' attribute.
-or alternatively, implement a horizontal box stacking algorithm in XSLT
utilizing XSL-FO absolute positioning.
I think I will go for the reference-orientation option, it sounds like
the one most likely to work...
