Not sure why this error occurs, but unless you modified the sources
yourself and need to check whether your changes break anything,
running the tests isn't really necessary. If 'ant package' completes
without failure, see if you can run FOP from the command-line without
problems.
Any more details on your environment? (JVM, Ant version, XSLT
processor used...)
