That's really strange. Did you delete avalon-framework-4.2.0.jar in the lib directory?
For me and many others calling FOP using fop.bat from the root directory of a FOP 0.92beta installation on Windows just works. Maybe you changed something in your installation. I'd extract a fresh copy of FOP from the binary distribution into a new directory and retry.
