Which version of Fop are you using? If it's 0.20.5 then I'm afraid
you're stuck, as it doesn't implement the space-before.conditionality
attribute.
If it's 0.92 beta or Trunk, then check that space-before.conditionality
hasn't been set to "retain", or hasn't been set at all ("discard" is the
default value). Otherwise your problem may come from elsewhere; then
please post a small fo file which shows it.
