(example lid2.pdf) You have keep-with-next="always" on the "STATUS HISTORY" block and on each row of the table excepted the last but one. That means a page break can only occur before the last row. You may want to remove the keep-with-next on the table's rows, or on the contrary put one also on the last but one row. At least you will no longer have the border alone on the next page. That said, that doesn't explain the strange behaviour you're having. Interestingly enough, if you remove all of the keep-with-next on the table's rows, you will see the entire table on the first page, with the last border-only row. There's probably a bug and I'll keep your example under the hand for when I try to find it. Meanwhile, I hope the above workaround will suit you.
