Abel: Thanks for your suggestion. I played with FOP 0.93 and the problem stays the same.
But I finally found out that this problem is caused by one GIF file used in the pdf. After I resaved that GIF file as a JPG file and used the JPG file in my pdf, the problem is solved. It is still a mystery though.
