There is a fo:block-element which contains the footnotes.

Before the page came to an end, there is another fo:block-element. Than the
text of this second block runs through the footnotes. If the first block is
long enough that it breaks to the next page, it takes care of the footnotes.
I can't reproduce the issue. Can you please provide a sample FO file
that shows the problem? No XSLT please, just the resulting FO file.

The differnce between these two fo-files is that in the second one,
there is one more block above the block with the footnotes. You can see
