Which Browser are you using to connect to Tomcat and view the PDF? If
you are using IE, then it is quite fussy about the content header that
get set on the response. perhaps you need to compare the code that sets
the response headers in your 0.20.5 servlet against the 0.94 servlet.

I don't think the effect of blank pages could be caused by incorrect FOP
configuration.
