Several ways are possible. You have to find out what fits your needs
best:
- add a keep-together on the table-row
- Set widows/orphans to "1"
- try widow/orphan-content-limit (see [1])

However, this shouldn't really happen in the first place as there is a
rule in the table layout manager that suppresses breaking a table-row
before all columns have contributed some mark to the row. If you could
post an FO that shows the problem, that would be great.
