I think that's a job for table-markers [1] which are not implemented,
yet, I'm afraid. We used to have a "table continuation label" extension
in FOP 0.20.5 which hasn't been reimplemented since the redesign. I'm
sorry I can't give a more satisfying answer at the moment.
