That solved it thanks, The main difference in the file I saw was the old file had TYPE0 section at the beginning, so that fixed the kerning problem by getting 1.0 and regenerating the metrics file.

You can try to generate metrics files using a TTFReader that comes with a recent FOP version. Such metrics files should work with older FOP versions.
