But I want FOP to load the system-wide hyphenation rules as well. When I tried to write a hyphenation XML with just the exceptions and no rules, FOP either crashed or didn't hyphenate anything but the excepted words (depending on whether or not there was an empty <patterns/> tag in the XML).
Is there some way to make FOP merge multiple hyphenation files for the same language or do I have to copy the whole system hyphenation file for my language and add my exceptions to the copy? In LaTeX, I could solve this problem by simply hy\-phen\-a\-ting the word in the sources like this. FOP should also have some easy way to define hyphenation exceptions that doesn't involve copying system files.
