Hi, generally speaking, FOP prior 0.9x was widely buggy, regarding block-progression-dimension (AKA height) related things. Current FOP versions (since refactoring started with 0.9x) gives expected results. In addition, older versions didn't fully respect XSL-FO recommendations. So you'll get substantial benefits upgrading FOP 0.2x to latest release (currently 1.1).
