The problem is with encapsulated fedora we don't have them anymore.
The only troves available are :source and :rpm afaik
I remember that there have been some special tags for some packages to
the locale trove that let you specify a language.
But that was several years ago, and I can't remember the details (and
here being irc centric fails again).
I would be great though if we could have a way that conary fetches the
right language for you by default and all other languages only on
request

I think we can do it just the other way around. Things aren't
installed by default if nothing depends on them.
