we are talking about fedora language packs which
should be packages like any other, so separate rpms.

but we don't have anything that depends on firefox:german.
it can't be firefox itself, or else everyone gets it. it can't be a
group-german, or else you'd get it even if you don't have firefox.

the only link that i can see is that firefox:german depends on firefox,
hence, when i install group-german, it includes firefox:german, but that should
only be installed if firefox is already there.
