I don't have a strong opinion when it comes to our target audience, as
long as we don't leave out too much people with that.
When I started with Foresight ~ 2005, I didn't really fit into the
'target'. I had to build my own Xfce since there where no packages at
that time. That was so easy, that I decided to keep on using fl
although Xfce wasn't in the repos.
I feel Foresight can be a home for almost everyone. No matter where he
comes from.
I even think it slightly differs for each Edition (as soon as we really
have them). Well, only thing we aren't (even for Xfce), is
'lightweight'. 
So I see foresight right now as a full blown distribution,for almost
everyone, who wants a solid base, with recent apps (except for people
who run really old boxes or boxes with low memory, (maybe we can try
compcache to fix the ram usage( http://code.google.com/p/compcache/ ))).
