While we're at it, I would like some comments on the JIRA group
structure and user rights. Cleaning up FITS issues and permission are
two 'high on my list of priorities' goals for my FL membership. If one
or two of you could create new users (a la 'smerp-norights') and see how
annoying it is to work with issues with those rights, we could gain
valuable information on how to configure rights properly.

And I agree on re-assigning issues. Right now, Ken =~ /dev/null when it
comes to issues, which is not optimal (I understand and respect his
priorities, so this is not meant as a dig at him, BTW).

Well, I'd go by self-interest (bugs filed by me, bugs filed by me,
related bugs that I'm interested in and then randomly related bugs) and
branch out from there.  I usually do an 'oldest first' sweep when I'm on
a cleaning spree.
