When the file is in UTF-8 code page then in editor menu you select //View->HEX edit mode//, the editor shows UCS-2 value 013E and it should show UTF-8 value C4BE for the character //Äž//. The editor shows UCS-2 values instead of UTF-8 values in hexadecimal view mode.
