I think several of us are waiting....maybe it's one of those secret societies I hear so much about. I know of this BIOS Boot specification: http://www.phoenix.com/resources/specs-bbs101.pdf However, this is dated 1996 and I don't know who is maintaining it, there are several companies named on it. I also do not believe this was ever adopted in anyway by T13. Some of the folks who have been on T13 longer might be able to shed more light on it.
