It is my experience that ATAPI devices generally have a blank field for serial number.
I've not run across an ATA hard drive which did not meet the standard's language of the combination of vendor/model and serial number strings being unique when considered together.
However, I'm told that some non-rotating ATA media may not comply.

Yes. Most vendors comply.... but there are some ATAPI devices from outside the US that have been known to violate the rule.
That's one of the reasons that the 'world wide name' proposal was wanted: to have a GUARANTEED unique id number.
