Sort of straying off topic here, but the reason for this was that we (BIOS folk) 
needed to be able to preserve the mapping of BIOS drive number to physical device 
after a USB re-enumeration.  For some reason end users took a dim view of having their 
drive letters change if they plugged a new device in. Whiners.

People who sell ATAPI devices, especially bootable devices, into the 
USB/ATAPI bridge market consequently may decide to serialize their 
ATAPI devices, whenever that serialization does have zero recurring 
cost.
