Depends on your host controller. Some host controllers have abilities to manage various forms of queuing in software, firmware, hardware, or some combination of the three. There is no such thing as a "SATA 1.0" host controller as there is no standard for a SATA host controller. There is documentation on how a controller that complies with the HBA T13 standard could use SATA by emulating that behavior, but that's it.
