One technical question I had on this feature set that is not addressed
by your proposal:

Why don't SECURITY ERASE UNIT and SECURITY DISABLE PASSWORD also
decrement the attempt counter like SECURITY UNLOCK if the password is
bad?  They all effectively perform an unlock (SECURITY ERASE UNIT does a
lot more).


A few editorial nits:
In proposed 1.1.1, "Security Retries Expired" is introduced, but never
used anywhere.

In proposed table 1, the fact that the attempt limit counter is
decremented should be noted in the appropriate cells.

Section 1.10.2 introduces a "the the"
