Yes, it happened to me too as Jorg explained.  I consider this a bug.
This happen to all version of Protel with any service pack installed.
When I turn off a layer or hide any thing, I don't want to zoom to it.

Brad, a quick way to find this problem is to global change all component
comment on & turn on all layers to see anything outside the board outline.  
You can move all the outside comment to inside the outline and hide them 
all again.  It annoys me when I turn off unwanted layer but the zoom still 
zoom to the turn off layers.

Have you checked the position of comment and designator of
the 12 selected components?

On my system  the coordinates has been changed to values outside the pcb.
Don't know why but it happens occasionaly.
