Hi Chris:
If all you want to do is to create Gerbers, I believe youy are allowed to
use the freeware license of eagle for doing that. The freeware license will
also let you do (non-commercial) designs up to 2 layers, 100x80mm. Just
download the installer from cadsoft (it's about 5-6MB IIRC), and use that.
