Camtastic does this very well.
Load your Excellon drill file and a layer that has the overall board
outline. Click Tools/Create Fab drawing and it will ask you to select
the tracks that show the outline of the board and it will create your
drill drawing with board dimensions for you. The resulting drawing is
also positioned correctly over the other Gerbers so you can easilly
create a combined drawing by selecting layers. You can even read
the DXF's it produces.
I don't know why folks on this list don't use Camtastic more. It
really is a useful tool. I just hope it doesn't get integrated into
Protel and remains as a third party tool as far as the code is
concerned.
