If you assign a number to the component (eg U16, ie. other than the default 'U?') when you are placing the part (to change this use the <TAB> key when the part is 'attached' to the cursor), then Protel automatically increments through the parts of that particular component. eg. U16:a, U16:b, U16:c,U16:d, then U17:a, U17:b, etc (for a 4 gate part in this example.) I normally place the entire component's gates in a heap in some spare space on the schematic (assuming I have some that is!) and move them to where they're required.
