Ted,
The .ins is just a text file, you could use notepad or wordpad -- but you
don't need to edit the .ins file -- the reference to PBRUSH there is just a
comment.

As far as the .ini file goes, on my Win2K-sp1 system, from Run... either
pbrush.exe or mspaint.exe gets you the same program.  However, I found that
I had to edit the client99se.ini to have the full path:

RunPictureEditor=C:\WINNT\system32\MSPAINT.EXE

For some reason, just having "mspaint.exe" didn't work.
