Brad,
The only time that the update would not work, is if you had component pads
that you thought were vias that have a designator without a matching pin
number in the corresponding schematic symbol... the process will not update
COMPONENT pads as part of the process component pads must receive their net
name with a pin number to pad designator match in the netlist.... FREE pads
will get connected by this process... More than one pad can have the same
designator if you want to match multiple pads to one schematic pin.
If you are going by violations being marked as your indication that it is
not working I would suggest running the manual DRC... this may clear them
where the online DRC would not. I am not sure why they are different, but I
have seen a few instances where they do not always match up.
Sooo... you shouldn't have to un-lock the primitives to get it to work...
but it is possible that unlocking the primitives is kicking the on-line DRC
into realizing that it is now ok.
