You can work out the format easily enough. You can get P99SE to open an ASCII PCB file in its text editor by changing the document type of the PCB file. This is done by changing the properties of the file to Text. Don't forget to change back to PCB of you want to open it in the PCB editor. Of course a ReportClasses server could be written...
