I don't think the words  खुला (open) and स्वतन्त्र (free) in the
context of FOSS have any positional value, so their place can be
changed for the ease of pronounciation. It's easier to pronounce FOSS
than OFSS in English, and खुला तथा स्वतन्त्र is better heard (and
easier to pronounce) than  स्वतन्त्र तथा खुला, that might be why the
phrase came in use.
