Ok shrishti, try doing this,
put this in your init2 string in your wvdial.conf file.

*at+fclass=0;at+crm=2;at$qcmdr=3;*

Next what you do is, while dialing, pick your handset up, i mean make sure
there is a dialtone audible in the handset before you dial. I know this
sounds funny, but works for me almost always. Just let me know what the
results are.

So this is how your file should look


[Dialer Defaults]
Init1 = ATZ
Init2 =*at+fclass=0;at+crm=2;at$qcmdr=3;*
New PPPD = yes
Phone = #777
Modem = /dev/ttyS0
Username = username
Password = password
Baud = 115200
