Dear David, Just do it. It is as simple as that. We are a big community all tied together by our technical platforms and philosophy. There's no need to ask anybody or get permission from anybody to start a community. There needs to be no formality too. If you need any specific help, like with orientation classes or promotional material or distribution or technical configurations, let the list know, otherwise, there should be no problem in going ahead all by yourself. In spite of that, if you want somebody to be present at your institute, I believe one of us will be free to volunteer.
