Dear David,
As Bibek has already outlined that no formal process is needed to
establish an open source community in your college, so all you need to put
down in the letter is the importance and need of an open source community in
your college. FOSS Nepal is always ready to help such initiatives in
colleges. You can also mention that your community will be RELATED with FOSS
Nepal. FYI, FOSS Nepal does not endorse a legal/official affiliation to
college communities, but works in close coordination with such communities
to push the open source movement among a larger mass of people.
I think this might help you to establish an open source community
at your college. If you require presenters, promotional materials, and other
such stuffs for the orientation programme, please let us know. Someone from
FOSS Nepal will be ready to volunteer.
