Dear Prabin,
It's a nice idea that you've placed. But I don't think that issues
for software (so concrete) shall never be addressed by the constitution
itself. Rather it might be properly address through bills passed by the CA.
In my opinion, arguing about the benefits of Free Software ain't going to
buy us any useful stuff. Rather we need to create the demand for it.
Here is my proposed plan:
- As government as already made a though to proceed forward in the
direction of Right To Information (RTI), it needs e-Governance.
- e-Governance needs, a complete electronic backbone with robust
application
- This in turn needs s/w to be developed, servers to be set up, and ICT
infrastructures be maintained
- All of these costs a lot with proprietary systems, and they are tough
to procure, install and manage.
- It's here we come into the scene, demo the sub-system using Free
Software, and convince them to start up with FOSS.
- This way we will be paving the way to FOSS in the government, and
creating job opportunities for people inside the country to develop an
e-Governance system.
That's how FOSS drives Nepal.
