Agree with Pawan,

With respect to support, no one can prepare everything in advance and that
wait/welcome the users (government) to the FOSS world. In case of Nepal,
else with every other case, the government is one of the biggest technology
consumer and the driving force for any new technology and innovation. It
would be quite a situation to expect that everything gets ready and placed
in place even before the demand is there for such people to provide support.
Infact, sufficient human resources cannot be prepared without the
sustainable business model. Even if they are prepared with the skills and
they don't get the opportunity to expedite thes skills, will be of more
demotivating. Hence the market will follow and create skilled human
resources once there is a demand.
